Membership in the National Conference of Metropolitan Courts is open to presiding, chief and leadership judges, court executives and others interested in improving urban courts. Metro courts are defined as those serving populations of over 500,000. In smaller states, the threshold population is lowered to 300,000. These criteria is structured by virtue of the fact that large courts have complex, unique problems often occasioned by staff size, caseloads, calendaring and specialized programs.
